Police wish to warn members of the community to avoid walking alone through open spaces unless it is safe to do so. Valuables, especially cellphones, must also not be visible to other persons while walking. Openly using a phone in public spaces is a distraction and criminals uses this to their advantage to commit crimes like robberies.
